The University of IcelandKarlos Pérez de Armiño is a distinguished Associate Professor of International Relations at the University of the Basque Country (UPV/EHU) in Bilbao and a prominent research fellow at HEGOA-Institute of Studies on Development and International Cooperation, where he served as director from 2015 to 2021.
