This introductory course examines environmental governance as a response to one of the most pressing contemporary concerns: the environmental crisis threatening human survival and biodiversity. Students will explore how the responsibility for environmental care extends beyond nation-states to include multiple actors, both institutional and non-governmental. The curriculum addresses six main themes: first, international environmental guidelines that states must follow and their responsibilities regarding environmental care and damage reparation; second, the Escazú Agreement, including its stages, structure, content, and progress; third, environmental participation of citizens and civil society as a central point in defending environmental rights through collective action; fourth, community arrangements and social normativities as relevant elements in managing the environment and common-use resources; fifth, the relationship between environmental governance and public health with measurement indicators; and sixth, market mechanisms and the role of private actors in environmental governance.

Legal Scholar and Advocate for Social Justice
Johana del Pilar Cortés Nieto holds a Ph.D. in Law from the University of Warwick (UK, 2019), an LL.M. from Columbia University (USA, 2009) supported by a Fulbright-Colciencias-DNP scholarship, a specialization in Public Law from Universidad Externado de Colombia (2005), and a Law degree from Universidad del Rosario (2004). She served in various roles at the Constitutional Court of Colombia from 2004 to 2014, including as an auxiliary magistrate, focusing on economic, social, and cultural rights, environmental law, indigenous and tribal peoples' rights, and economic constitutionalism. Her doctoral thesis explores the intersection of poverty, development, and law. Since 2018, she has been a full-time professor at the Faculty of Jurisprudence at Universidad del Rosario.

Andrés Gómez Rey is a principal professor at the Faculty of Jurisprudence at Universidad del Rosario and a Ph.D. candidate in Law. He is actively involved in the environmental law research line, focusing on academic research, scholarly production, and teaching at both undergraduate and postgraduate levels, including specialization and master's programs in environmental law and management. His main interests include environmental law, mining law, and public utility services, approached through the lens of public administration behavior, its rationality, and negotiation dynamics. He explores various perspectives and knowledge systems related to the environment, water, territories, and other entities, analyzing how these are acknowledged, contested, or obscured by legal frameworks.
