Anthony serves as Senior Economist in the Debt Capital Markets Division of the IMF's Monetary and Capital Markets Department, where he has established himself as a leading expert in sovereign debt management and capital markets development. After earning degrees from the University of Cambridge, University of the West Indies, and University of Guyana, he has built an impressive career spanning public debt management and financial markets. Prior to joining the IMF in 2007 as Technical Advisor on Public Debt Management, he served as Head of Economic Research at the UK Debt Management Office from 2003 to 2007. His research impact is evidenced through numerous publications on sovereign debt restructuring, including influential work on Barbados' 2018-19 debt restructuring and state-contingent debt instruments. Through his role at the IMF, he continues to shape understanding of debt management while contributing to capacity development initiatives for member countries, including work on developing local currency bond markets and medium-term debt management strategies.
