Louis Downing is the Chief Operating Officer of the Global Infrastructure Basel Foundation, where he leads operational initiatives to promote sustainable and resilient infrastructure development. With over a decade of experience spanning design engineering, post-conflict engineering, and emergency response, he has worked across Asia-Pacific, Africa, and Europe. He managed the development of SuRe® (The Standard for Sustainable and Resilient Infrastructure), establishing comprehensive criteria for sustainable infrastructure development. His expertise extends to sustainable finance, where he pioneers data-driven approaches to strengthen the business case for sustainable investing. As COO, he translates sustainability goals into actionable practices, focusing on capacity building and managing participatory stakeholder processes. His work bridges the gap between high-level sustainability vision and practical implementation, ensuring environmental and social considerations are embedded in infrastructure development.
