Universidad del RosarioHugo Andrés Arenas Mendoza is a distinguished legal scholar, holding dual doctorates: one in Administrative Law from the University of Salamanca (Spain) and another in Comparative and European Legal Studies from the University of Trento (Italy). He earned a summa cum laude distinction and the “Doctor Europeus” mention for his doctoral thesis in 2011. He is also a lawyer, sociologist, and Master's graduate in Administrative Law from Universidad del Rosario, where he now serves as a principal professor and Coordinator of the Administrative Law Area. With 11 authored books, several co-authored works, and over 30 scholarly publications across various countries, his research focuses on state liability, environmental law, and administrative responsibility. He teaches and supervises undergraduate through doctoral programs and is an active member of the Public Law Group and the Mutis Group for Socio-environmental Studies at Universidad del Rosario.
