Fabien Gonguet

Fabien Gonguet is a Senior Economist in the Public Financial Management division of the International Monetary Fund's Fiscal Affairs Department. His work focuses on developing frameworks for climate-sensitive public financial management, particularly "Green PFM" initiatives. He has authored several influential IMF publications, including the landmark Staff Climate Note on Climate-Sensitive Management of Public Finances and subsequent How-To Notes on implementing green PFM practices. Before joining the IMF, he worked at the French Treasury. Gonguet's expertise spans fiscal policy, public wealth management, and environmental finance, as evidenced by his research on public sector balance sheets and climate change adaptation strategies.
