Climate Policy Expert and Architect of the Paris Agreement

SDG AcademyEmmanuel Guérin is a distinguished climate policy expert currently serving as an ECF Fellow and Special Advisor to the CEO at the European Climate Foundation, focusing on COP30 preparation in Brazil and the intersection of climate and democracy. His multifaceted career spans academia, policy-making, and international climate negotiations. As one of the architects of the Paris Agreement, he led its drafting team while working in the cabinet of COP21 President Laurent Fabius at the French Ministry of Foreign Affairs. His academic background uniquely combines physical sciences, with an undergraduate degree in physics and chemistry from the University Pierre and Marie Curie, and social sciences, with a Master's Degree Cum Laude from Sciences Po. Throughout his career, he has held pivotal positions including Executive Director for International Affairs at ECF, Senior Advisor at the UN Sustainable Development Solutions Network, and Director of the Energy and Climate Programme at IDDRI. His expertise has influenced climate policies across multiple governments, including France, the European Commission, and China. As a lecturer at Sciences Po Paris and visiting fellow at the Grantham Research Institute of the London School of Economics, he has contributed significantly to academic discourse on climate economics and policy. Currently, he splits his time between ECF and Instituto Clima e Sociedade in Brazil, where he continues to shape international climate policy and advance sustainable development goals.
