Delft University of TechnologyEllen Minkman serves as an assistant professor in governance of socio-technical systems at TU Delft, specializing in decision-making and governance of water and delta management. Her academic journey includes degrees in Civil Engineering and Science Communication from TU Delft, culminating in a Ph.D. in Public Administration from Erasmus University Rotterdam in 2021, where she focused on policy transfer of Adaptive Delta Management practices from the Netherlands to Asian countries. During her Ph.D., she gained practical experience as a water trainee at the National Water Traineeship. Her research portfolio encompasses water governance, with particular emphasis on future-proof urban deltas and governance transitions in water management, agriculture, and energy sectors. Currently, she contributes to significant research initiatives including the H2020 project ENCLUDE on energy citizenship and the AGRICOAST research examining governance transition to climate-adaptive agriculture in Dutch coastal regions. Her expertise extends to policy transfer, organizational learning, and knowledge sharing, making her a key figure in advancing understanding of socio-technical systems and water governance.
