Global Policy Expert and Founding Dean Shaping Public Policy Education

Pal serves as the Founding Dean of the College of Public Policy at Hamad Bin Khalifa University, bringing over four decades of expertise in public policy and administration. His academic journey includes a PhD and MA in Political Science from Queen's University (1981, 1976) and a BA from Mount Allison University (1975). As a Chancellor's Professor Emeritus at Carleton University, where he previously served as Professor in the School of Public Policy and Administration (1992-2019), Dr. Pal has authored or edited more than thirty books and published over ninety articles and book chapters in public policy and administration. His recent works include "Informing Action: Higher Education Countering Violent Extremism" (2021) and "Beyond Policy Analysis: Public Issue Management in Turbulent Times" (6th Ed., 2020). He currently leads major research initiatives, including a $4.5 million grant on SDG Education and Global Citizenship in Qatar (2021-2026). His service as Executive Editor of the Journal of Comparative Policy Analysis (2015-2020) and ongoing role on the editorial board of the International Review of Public Policy demonstrate his commitment to academic leadership. Dr. Pal's expertise is regularly sought by international organizations, including the World Bank, OECD, and Open Society Foundations, where he serves as a consultant, bridging academic research with practical policy implementation.
