Dominique Lapprand, a former senior officer in the French gendarmerie, holds a master's degree in organizational dynamics. He has extensive national and international experience in policing and security, having been in charge of the gendarmerie’s strategic research center and worked with the criminal justice directorate of the French Ministry of Justice. Lapprand spent four years in the European Commission as a national expert on secondment and has contributed to several EU projects in candidate and later neighborhood countries. In recent years, he has been involved in security sector and police reorganization projects across six African countries. Additionally, he has worked with the private sector, initially on information systems and more recently to develop an anti-illicit trade strategy. He serves as the general secretary of the French Association Against Illicit Trade. Lapprand has also been an associate professor at the French gendarmerie and at the Paris Political Sciences Institute, regularly delivering lectures at various European bodies.
