Arctic Security Expert and Defense Policy Scholar
Dr. Troy Bouffard serves as Director of the Center for Arctic Security and Resilience (CASR) and Assistant Professor of Arctic Security in the College of Business and Security Management at the University of Alaska Fairbanks, where he has designed and leads the Arctic Security graduate concentration and certificate programs. His expertise spans Arctic defense policy, Russian Arctic strategies, and North American security, enhanced by his proficiency in Russian language and extensive experience with NATO, NORAD-NORTHCOM, and ALCOM. As co-principal investigator and program manager of the USNORTHCOM/ALCOM Arctic Defense and Security Orientation program from 2013-2021, he played a crucial role in establishing DOD's baseline knowledge of Arctic operations. His academic credentials include a PhD in Arctic Defense and Security, an MA in Arctic Policy, and a BA in Political Science from UAF. Beyond academia, he serves as a Research Fellow at the Modern War Institute at West Point, Network Coordinator for the North American and Arctic Defense and Security Network, and has contributed to numerous high-level initiatives including the Arctic Council EPPR working group, Munich Security Conference's Arctic Report, and NATO Strategic Communications Centre of Excellence reports. His research and publications focus on Arctic security dynamics, Russian Federation Arctic defense strategies, and North American defense capabilities in the High North.
