Nathalie André is a distinguished public finance expert currently serving as a deputy director at the General Directorate of Public Finance in France, where she focuses on digital transformation and open-data initiatives. With 15 years of experience in reform management, performance evaluation, and resource management, she has developed expertise in modernizing public financial systems. Her international experience includes conducting expert missions across Europe through Expertise France since 2011 and contributing to the IMF's Fiscal Affairs Department's work in Africa since 2017. André's educational background combines science and mathematics with specialized training in local taxation and cadastral planning. In her current role, she leads initiatives in digitalization, dematerialization deployment, and digital transition support, while also serving as a mentor for intergenerational knowledge transfer through the MERCI ministerial program. Her expertise extends to implementing control management systems, particularly in treasury and public accounting operations, as demonstrated by her work with various international organizations and government institutions.

Paul Dempsey is an IMF Revenue Administration Expert with extensive experience in public sector reform and tax administration. After serving nearly 40 years in the Irish Revenue Administration, where he retired as Assistant Secretary General and Accountant General, he transitioned to working with the IMF's Fiscal Affairs Department as a short-term expert. In this role, he has participated in numerous capacity development missions across Asia and Europe, contributing his expertise to various tax administration reform projects. His academic credentials include an M.Sc. in Innovation Management in the Public Sector from the University of Ulster and Letterkenny Institute of Technology, and a BA in Public Administration from the Institute of Public Administration in Dublin. Dempsey currently serves as an instructor for the VITARA program, a joint initiative by international organizations including the IMF, CIAT, IOTA, and OECD, where he shares his knowledge on tax administration reforms and public sector management
